What is an eCommunity?

A NetWork Kansas designation, and a locally controlled pot of money for the businesses that come after it.

What is an eCommunity?

eCommunity is a designation by NetWork Kansas that identifies their partners in entrepreneur-related programming. A coalition of community and business leaders applied for the status in 2019.

What does that mean?

The Miami County Community Foundation leads the coalition of people focused specifically on helping new and second-stage businesses. The group facilitates a locally controlled revolving loan fund to supply entrepreneurs with capital. They also have increased access and limited funding for training and technical support.

How can I get involved in the educational opportunities?

NetWork Kansas Board Certified Programs are designed to generate entrepreneurial activity in a community. Members of the local group are reviewing existing efforts to see what might be the best match for Miami County.

Why apply for an eCommunity loan?

eCommunity loans can be used for startup costs, expansion of an existing business, working capital, inventory and more. The loans are paired with an investment from a local lender along with a personal investment from the business.

Loan guidelines

  • Must be used by a for-profit business
  • Must obtain required matching funds
  • eCommunity funding cannot exceed 60% of the total funding package

How do I apply for a loan?

Entrepreneurs interested in applying for funds will work with the local eCommunity Leadership Team to connect with startup and developmental business resources, complete an application for funding, and coordinate the other elements of the funding package (bank loans, and so on).

EDA COVID Relief Revolving Loan Fund

A NetWork Kansas fund providing gap financing to small businesses affected by the pandemic, across fifteen northeast Kansas counties including Miami.

NetWork Kansas’s Economic Development Administration COVID Relief Revolving Loan Fund provides critical gap financing to small businesses adversely affected by the coronavirus pandemic, located in eligible counties in northeast Kansas. This fund is a locally administered program of the U.S. Department of Commerce Economic Development Administration.

Eligibility

  • Location: Clay, Douglas, Franklin, Jackson, Jefferson, Leavenworth, Lyon, Marshall, Miami, Morris, Nemaha, Osage, Pottawatomie, Shawnee or Wabaunsee county
  • Business stage: startups and expansions
  • Business type: for-profits from all sectors — retail, service, industrial and others
  • Use of funds: flexible, including real estate, equipment and working capital
  • COVID-19: the business can demonstrate the funds are needed as a result of COVID-19
  • Match funding: used as gap funding alongside a bank loan or public funding source. Exceptions may be made where the applicant has two bank or public funding denial letters, in which case the fund may be the sole source
  • Down payment: a cash injection may be required — this is not an equity loan
Loan terms and fees
  • Up to $150,000
  • Minimum rate 4%; the range of allowable rates may vary
  • Application fee of 2% of the loan request, plus any hard or direct costs such as mortgage fees, title insurance or a credit report
  • Closing fee of $300
Repayment and collateral
  • 10-year maximum generally applied to working capital loans
  • Term may be longer or more flexible depending on use of funds and assets financed — for example, real estate
  • Personal guarantees of the business owners are required
  • Loans are secured by the best collateral position available and can be subordinated

Property tax abatement assistance

  • Assistance for businesses and governmental entities applying for property tax abatement. Division staff liaise with the Board of Tax Appeals, provide technical assistance on the application process, and run a complimentary cost-benefit analysis to ensure a response within 30 days.

Private activity bonds

  • Qualified Private Activity Bonds (PABs) are federally tax-exempt bonds.
